SUMMARY

Direct and manage the business operations of the district including accounting, financial monitoring and financial planning.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

Fiscal Management

  • Ensure that accounting systems comply with applicable laws and regulations including Texas Education Agency’s Financial Accountability System Resource Guide.
  • Prepare monthly bank reconciliations for all accounts. Review reconciliations of vendor and payroll clearing accounts. Prepare adjustments and corrections, as required.
  • Responsible for monitoring and reporting of receivables and revenues, including property taxes, stadium revenues, and facility rentals. Performs periodic analytical reviews and other procedures to insure completeness of revenues and receivables.
  • Monitor and manage all cash flows of the District’s investment portfolio on a daily basis, preparing cash flow projections and quarterly investment reports, as required under the Public Funds Investment Act.
  • Assist with the preparation of annual comprehensive financial report at the end of the year, including the preparation of workpapers, schedules and other accounting information, as required for the annual financial audit.

Policy, Reports, and Law

  • Implement policies established by federal and state law, State Board of Education rule, and local board policy in area of business operations.
  • Establish and maintain procedures manual(s) for the effective recording, analyzing and reporting of all district financial matters.
  • Compile, maintain, and file all physical and computerized reports, records, and other documents required.

Purchasing and Inventory

  • Maintain accurate and current inventory records of the district's controlled and capitalized assests. Maintain expense, depreciation and replacement schedules for audit and insurance purposes.
  • Oversee the preparation of bids and bid specifications for bank depository contract, external audit and property/liability insurance. Assist technology department with the preparation of bid specifications for district copier contract. Receive and analyze applicable bid proposals and prepare written recommendations.

Personnel Management

  • Prepare, review, and revise accounting supervisor job description.
  • Develop training options and/or improvement plans to ensure exemplary business operations.
  • Select, train, evaluate, and supervise staff and make recommendations relative to assignment, retention, discipline, and dismissal.
  • Establish and maintain positive attitude that promote cooperation between staff members and lend support to the goals of the district.

SUPERVISORY RESPONSIBILITIES

Supervise and evaluate accounting supervisor.

QUALIFICATIONS:

Education/Certification:

Bachelor’s degree in a business-related field or educational administration, CPA preferred.

TASBO certification preferred.


Special Knowledge/Skills:

Strong understanding of school finance, including financial reporting under GASB 34 and the Texas Education Agency’s Financial Accountability System Resource Guide.

Knowledge of budgeting, accounting systems, and payroll processing

Working knowledge of financial applications and accounting

Ability to use software to develop spreadsheets and perform data analysis

Ability to implement policy and procedures

Ability to interpret data

Ability to manage budget and personnel

Strong organizational, communication, public relations, and interpersonal skills

Experience:

5 years experience in general ledger accounting and financial reporting, preferably in school districts, other government entities or fund accounting. Must have knowledge of accounting and auditing theory.
