General Responsibilities:

Minimum Qualifications:
  • Bachelor’s Degree in Early Childhood Education or equivalent field from an accredited institution. Master’s degree preferred with at least three (3) years management and administrative experience to include fiscal management
  • Preferred a minimum of 3 years’ experience in a supervisory or management role in a Head Start or Early Head Start program
  • A minimum of 5 years early childhood education program experience preferred
  • CLASS, Teaching Strategies GOLD, Creative Curriculum, Frog Street Press, Infant Toddler Credential and Texas Director’s Credentials are highly desirable
  • Working knowledge of the State of Texas Early Learning system, including CLI, Pre-K, and Early Intervention System are highly recommended
  • Ability to manage multiple projects and follow-through on task
  • Proficiency in preparing accurate reports, analyzing data and interpreting information
  • Ability to work in a multi-cultural, interdisciplinary environment and with diverse community-based agencies
  • Ability to c communicate orally and in writing
  • Proficient with computer applications- i.e., thorough understanding of Microsoft Outlook, word processing (Microsoft Word), spreadsheets (Microsoft Excel), databases, email systems (Microsoft Office required), Power Point and the ability to learn and master other computer technology/software programs as needed
  • Ability to appropriately manage confidential information
  • Ability to lead and manage a team
  • Ability to exercise independent judgment and make sound decisions
  • Ability to understand, support and comply with organizational policies
  • Willingness and ability to be flexible with hours to carry out the responsibilities of the position
  • Must pass a FBI Criminal History Background Check including fingerprints

Specific Responsibilities:
  • Assist Director to ensure that operations meet agency federal, state and local requirements, including licensing, EHS/HS, accreditation, contractual, and other standards. 
  • Read management and leadership materials and program-related materials to keep abreast of developments in comprehensive early childhood programs
  • Monitor and direct staff performance, workplans, attendance/schedules, certifications, required documents and timecards
  • Monitor the implementation of the responsibilities of employees through monthly supervisory meetings, team meetings, and review of files and documentation
  • Provide guidance and leadership to staff to emphasize the importance of the program achieving high standards of quality, internally and through public and private sector partnerships
  • Provide general supervision of staff in the absence of the EHS/HS Director
  • Understand, interpret and implement federal state and agency rules and regulations to ensure adequate systems are in place to maintain high quality EHS services to children and families in compliance with Head Start Performance Standards
  • Assist HS/EHS Director in managing staffing, complying with applicable laws, regulations, Agency Personnel Policies and Procedures
  • Participate in cross disciplinary staffing, Early Intervention and Local Education Agency staffing, Jump Start and EHS/HS meetings as required
  • Assist in facilitating training for staff and build ongoing support for the implementation of child assessment process
  • Observe children and provide suggestions for behavior management and education programming to meet the individual needs of all children
  • Oversees and manages processes regarding inventory of educational supplies and maintenance of equipment for center-based sites and home-based program
  • Schedule announced and unannounced monitors of home visiting component
  • Ensure all documentation is forwarded to Human Resources
  • Recommend areas of improvement to staff and promote training that reflects the individual needs of staff members and/or team as a whole
  • Assist with direction and development of annual professional training plan incorporating mandated topics specific to each program service for both staff and monthly parent meeting.
  • Assist HS/EHS Director in remediation of any non-compliance issues and incorporates recommendations into planning for the improvement of the program.
  • Assist Director in establishing criteria for selection of children within applicable laws and guidelines of ACYF and EOAC Board of Directors and Policy Council
  • Assist Director in establishing a method of hearing and resolving community complaints about the Early Head Start/Head Start Programs
  • Participate in and assist with community events and provide information on the Early Head Start/Head Start program
  • Monitor and assure maintenance and safety of facilities and assure availability of supplies
  • Attend policy council meetings and Board meetings and present information in the absence of the EHS/HS Director
  • I understand that my employment will not begin until I have received clearance to hire from the Executive Director or their designee
