General Responsibilities:

Minimum Qualifications:

  • Master’s or Bachelor’s Degree in Child Development, Early Childhood Education or some area of Human Services or Public Administration
  • Should have at least three (3) years experience in administration or supervision in a human service agency
  • Must pass a Criminal History check
Specific Responsibilities:

  1. Ensures that licensing standards for Head Start/Early Head Start centers are met and maintained in the day-to-day operation of the centers 
  2. Supervises and coordinates all funded components and projects within the Head Start/Early Head Start Programs
  3. Establishes goals of Head Start/Early Head Start programs and develops ways to meet them within ACYF and Corporation guidelines 
  4. Establishes and maintains a working relationship with other agencies and develops plans to use all available community resources in Head Start
  5. Submits required reports, prepares request for funds and proposed work program in accordance with established procedures of funding sources and Administration 
  6. Directs the Head Start/Early Head Start and delegates agency staff in day-to-day operation
  7. Selects, assigns, evaluates and/or terminates Head start personnel in accordance with their duties, responsibilities and program needs within the guidelines of the Corporation and ACYF
  8. Determines Head Start/Early Head Start personnel policies, including establishment of hiring and firing criteria for Head Start staff, career development plans and employee grievance procedures within the Corporation’s guidelines 
  9. Recommends location of centers or classes, and ensures that standards for acquiring space, equipment and supplies are met 
  10. Establishes criteria for selection of children within applicable laws and guidelines of ACYF and EOAC
  11. Establishes a method of hearing and resolving community complaints about the Head Start/Early Head Start Programs 
  12. Provides information needed b the Head Start Policy Council, the Corporation and ACYF for pre-review 
  13. Administers program funds in accordance with requirements of funding sources and corporation and administrative policies
  14. Make changes in budgets and work programs within the limits of funding sources, the Corporation and Administration during the implementation of the program(s)
  15. Organizes and/or maintains the Head Start/Early Head Start Policy Council in accordance with Head Start Policy Manual 70.2, Instruction I-31, Section b-2 – The Parents
  16. Develops and implements Staff Development for personnel on a cycle for knowledge, skills, and job specific responsibilities
  17. Performs other duties as assigned
