General Responsibilities:

Essential Functions:

  1. Maintain confidentiality of client/agency information as required by State and Federal laws, appropriate regulations, and professional practice.
  2. Ability to communicate effectively in written and/or verbal form to elementary students, parents, members of the public, and staff.
  3. Must consistently demonstrate and communicate EOAC’s Mission and Vision.
  4. Ability to interpret and apply applicable laws, rules, and regulations; Assist in all aspects of financial accounting duties across multiple funding sources with an emphasis on compliance. Meet all regulatory and statutory obligations from a financial accounting perspective. Ensure compliance with state/federal regulations and agency contracts.
  5. Prepare annual district budget including communicating with department heads, coordinating loading of data, and keying of budget data.
  6. Prepare and calculate budget amendments as necessary.
  7. Prepare timely audit schedules and financial statements according to federal, state, and GASB standards.
  8. Prepare all financial Public Information Management (PEIMS) data.
  9. Work with administrators, principals, directors, and staff regarding budget and accounting issues.
  10. Prepare periodic budget report for board of trustees.
  11. Record, store, and analyze information using accounting software.
  12. Compile, maintain, and file all physical and computerized reports, records, and other documents required, including auditable records and financial statements.
  13. Maintain expert knowledge of GAAP, OMB Uniform Administrative Requirements, and cost principles of agency grant agreements and awards. Apply this knowledge to control accounting functions, advise agency staff and ensure adequacy of agency controls and procedures related to grant activity, accounting and reporting; Ability to gather information and assimilate data to prepare reports. Assist in the timely and accurate completion of fiscal and administrative compliance requirements such as quarterly payroll reports, 1099, 5500, 990, FFR, Cost Reports, etc.
  14. Develop and maintain Fixed Assets, Inventory, Lease Agreements, Property records, etc., to ensuring proper tracking and valuations.
  15. Work with management team to maintain appropriate insurance coverage (general, liability, property, workers compensation, auto, Directors & Officers), and assist HR in the administration of claims when appropriate. Manage renewals, audits, certificates of insurance, and any other compliance reporting.
  16. Develop system to track and monitor Memorandums of Understandings (MOUs) and Contracts – develop agency wide templates, policies and procedures to ensure all necessary components are incorporated.
  17. Month end close and general ledger maintenance; Perform monthly review of financial and statistical reports, analyzing unusual items on financial reports and notifying management when necessary; Perform monthly reconciliation of all cash and appropriate balance sheet accounts.
  18. Evaluate and work to minimize the organization’s areas of risk and liability, including, anticipating, monitoring, and trouble-shooting risks. Develop and complete annual risk assessments to identify opportunities for improvement and to mitigate risk. Report potential risks, non-compliance or alleged violations to CEO and CFO as required.
  19. Implement strategic plan initiatives, either directly or indirectly, within parameters of the strategic plan ensuring compliance with all program requirements.
  20. Assist with internal and external audits, including preparation of schedule, coordinating, gathering data, and ensuring timely receipt of information requested. Assist with corrective action initiatives from ongoing compliance monitoring, risk analyses, and internal audit activities.
  21. Calculate and process “pay related forms”, including but not limited to extra-duty, overtime, docking wages, and supplemental pay. Calculate and process garnishments and deductions, such as, child support, bankruptcy, RS levies, student loans, dues, and other special required deductions.
  22. Verify and enter employee financial information for direct deposit and W4’s.
  23. Review timecards to ensure all time worked is processed accurately and timely, according to the payroll cutoff schedule. Consult with employees and managers to correct errors.
  24. Answer inquiries and provide information to district employees in regard to their payroll check: research and resolve payroll problems and discrepancies. Prepare payroll checks for all employees. transmittal of ACH files, positive pay files and payroll reports including, but not limited to those required by the Internal Revenue Service, Texas Workforce Commission, Texas Retirement System, and Attorney General’s Office; ensure timely deposit of all related payments.
  25. Maintain an effective filing system and maintenance of payroll records. Ensure the confidentiality of all payroll data.
  26. Perform other duties as assigned.

Competencies:

  1. Knowledge of governmental accounting and auditing principles established by the Governmental Accounting System Board (GASB)
  2. Knowledge of computerized accounting systems
  3. Ability to use personal computer and software to develop complex accounting reports, spreadsheets, and databases.
  4. Ability to work with numbers in an accurate and rapid manner.
  5. Must have good organizational skills and proven ability to work within timelines to meet demands.
  6. Contributes to the development of communication, mutual respect, mutual support, competence, and creativity among all members of agency staff. Work cooperatively with managers, administration, co-workers and the public.
  7. A high level of attention to detail and accuracy.
  8. Must have effective presentation of information and strong spoken language skills.
  9. Working knowledge of general management, financial accounting, budgeting, recordkeeping, reporting, information systems, and personnel management.
  10. Ability to maintain confidentiality of information about agency procedures, invoices, programs, vendors, clients, staff, and other program operations of the agency.
  11. Ability to perform data input and utilize a calculator with speed and accuracy.
  12. Ability to prioritize and organize work to effectively meet deadlines; work on various tasks simultaneously.
  13. Establish effective working relationships and build credibility with all stakeholders to support a culture of compliance.
  14. Strong analytical, technology, communication, and organizational skills are required as well as a thorough understanding of Federal cost principles.
  15. High level of integrity and dependability with a strong sense of urgency and results-orientation.

  1. This job operates in a professional office environment with ambient lighting, and climate control.
  2. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
  3. Prolonged sitting.

  1. While performing the duties of this job, the employee is regularly required to talk or hear.
  2. The employee frequently is required to stand; walk; use hands to handle or feel; and reach with hands and arms. This would require the ability to lift files, open filing cabinets and bending or standing on a stool as necessary.
  3. Lift and carry up to 40 pounds.
  4. Maintain emotional control under stress.
Minimum Qualifications:

  1. Associates Degree in Accounting, Finance, Business Administration, or a related field with a minimum of 6 credit hours in accounting; or equivalent combination of education, training, and experience.
  2. Three (3) years of progressive accounting experience required.
  3. Must pass all pre-employment contingencies including post-offer pre-employment physical, and alcohol and drug screen.
  4. Competency in Microsoft applications including Word, Excel, Outlook, and Access.

Travel:

Ability to travel when required.  


Preferred Qualifications:

    1. Bachelor’s Degree in Accounting, Finance, Business Administration, or a related field.
    2. Prior experience in grant accounting and Federal grant requirements is preferred.
    3. Prior experience in school accounting is preferred.
 

Other Duties:

Perform all other duties as deemed necessary by the Executive Director.

 

Work Schedule:

This is a full-time position. Occasional evening and weekend work may be required as job duties demand.
